THE CONSTRUCTION (DESIGN AND MANAGEMENT) REGULATIONS 2015

 

SCHEDULE OF SERVICES AS CDM ADVISOR TO THE PRINCIPAL DESIGNER

 

The below services have been scoped against the specific Principal Designer duties within CDM 2015 and the associated ‘L’ Series industry guidance.

 

Given these are new Regulations the services should be jointly periodically reviewed to ensure compliance and meeting industry best practice.

 

* Establish health and safety expectations with the Client and provide a schedule of services with resources.

         * Ensure the Client is aware of their statutory duties.

         * Review the Client Brief and issue comments where required.  

         * Establish a consistent format for the provision of information.  

         * Undertake a site visit to review existing constraints and ascertain existing hazards.  

         * Assist the Client with identifying and obtaining pre-construction information.  

         * Agree any updates to existing information that may be required, i.e. new asbestos surveys  

         * Establish procedures for co-operation and co-ordination of health and safety within the design team.  

         * Ensure relevant information is provided to designers, when it becomes available.  

         * Review and co-ordinate hazard and risk information generated by other members of the design team.  

         * Ensure the design team comply with their duties during the design stage.

          * Review of areas where there is a high risk to health and safety.

          * Establish KPI’s with the other Designers to track compliance ensuring a structured audit trail.

          * Review of residual risks that will need to be managed by the contractor.

          * Compilation of the pre-construction information.  

         * Liaise with and support the Principal Contractor to ensure that the design is co-ordinated and they are receiving responses           from the design team in relation to health and safety.  
 

* Set up procedures for ensuring that the design team receive health and safety related questions or queries from the principal contractor.

* Assist with the compilation of the Health & Safety File.  

* Conduct a project close out review.

SCHEDULE OF SERVICES AS CDM ADVISOR TO THE CLIENT

 

The below services have been scoped against the specific Client duties within CDM 2015 and the associated ‘L’ Series industry guidance. Where practicable benchmarking expectations are noted in order to provide an audit trail for the Client and to supplement normal meeting attendances and electronic communications.

 

Given these are new Regulations the services should be jointly periodically reviewed to ensure compliance and meeting industry best practice.

 

 

* Provide suitable sufficient advice and assist the Client in complying with their duties under the Regulations. (General guidance Reg 5).
 

Benchmarking Tool – Monthly Dashboard / Risk Register

 

* Act as the Clients key Health & Safety Advisor for the works. (General guidance Reg 5).


 

* Issue the F10 Notification to the Health & Safety Executive if the works are notifiable. Regulation 6.

* Advise the client as to the need for additional surveys, e.g. Asbestos, site investigation etc and liaising with the Principal Designer on fulfilling duty.

* Assist in the compilation of the initial Client Brief for the works. General guidance Regulation 4.
 

Benchmarking Tool – Client Meeting Notes. Briefing Note proportionate to works risk profile.
 

* Assess the competency of statutory duty holders under the Regulations. Regulation 6.
 

Benchmarking Tool – Review notes against PAS 91.

 

* Identify and collate pre-construction information on behalf of the Client. Regulation 4(4) a.
 

Benchmarking Tool – Client Information Request Form.
 

* Assist in the information flow to all relevant parties at the pre construction phase. Regulation 8(6).

 

* Introduce positive communication vehicles to ensure the correct tone and culture between the Client and other duty holders throughout the works duration. ’L’series Guidance para 28(e).

 

* Advise the client as to the suitability of the Construction Phase Plan. Regulation 4(5)a.
 

Benchmarking Tool – Report on arrangements including an Executive Summary.


 

* Advise the client as to the ongoing suitability of the project health and safety management arrangements. Regulation 4(3).

* Check the Principal Designer is carrying out their duties both during pre construction and throughout the works. Regulation 4(3)a.

 

Benchmarking Tool – Review notes to supplement Dashboard.
 

* Monitor and review site health & safety and CDM compliance during the Construction Phase. Regulation 4(2)a.

 

Benchmarking Tool – Inspection Report. Formal Audit.

 

* Regularly review the Health and Safety File before issue to the client following completion of the works. Regulation 5(2)b.

 

Benchmarking Tool – Review notes. Set KPI’s.

 

* Compile close out report for the Client detailing actions undertaken and lessons learnt. Good practice.
